Keita Fukumoto San Marcos: International Student From Japan Identified As Keita Fukumoto Injured In Car Accident Near Palomar College along Borden Road

SAN MARCOS, CALIFORNIA (February 9, 2019) – A 19-year-old international student from Japan identified as Keita Fukumoto was seriously injured in a hit-and-run car accident by Palomar College along Borden Road. 

Keita Fukumoto was on the phone with his mother heading home on Borden Road when he was hit by a truck driver. The driver of the truck fled the scene and police are still searching for them. 

Laura Gerrick and her husband are hosting the Palomar College student. Laura Gerrick was notified that the victim had been involved in an accident and sustained serious injuries. 

Keita Fukumoto was transported to the Palomar hospital where he underwent emergency brain surgery. His mother flew in from Japan to be by his side, though he remains in the intensive care unit.

Authorities are asking anyone that may have seen the accident or who has knowledge about the driver to contact the Sheriff’s Department. 

Liability In Hit-An-Run Accidents

Drivers have a responsibility to keep an eye out for pedestrians and yield the right of way as necessary. According to the California Vehicle Code 21950 (a), “The driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection, except as otherwise provided in this chapter.” In the event of an accident that causes bodily injury to a pedestrian, a driver should stop.

According to California Vehicle Code 20001 (a), “The driver of a vehicle involved in an accident resulting in injury to a person, other than himself or herself, or in the death of a person shall immediately stop the vehicle at the scene of the accident and shall fulfill the requirements of Sections 20003 and 20004.” Leaving the scene of an accident that causes great bodily injury is a felony that will result in criminal as well as civil liability for a driver.
